Following the 1905 Russian Revolution, a small circle of public intellectuals organized under the leadership of the historian Simon Dubnow and Yisroel Efroikin to form the Folkspartey (Folks Party) in Saint Petersburg in 1906. The party, whose leadership also included Meir Kreinin, S.
